Convert Simple Ruby application to PHP

I need someone to rewrite this very simple Ruby application to PHP, keeping it fully compatible with data stored by the original Ruby application. It is a very simple application, it gets raw data and it hashes it and stores it in a unique folder structure based off the hash, and does de-duplication by checking the hash of all raw data sent to it.

How the application needs to work:
It operates under GET and POST requests. Basically what you will need to replicate is this.
An external application sends requests to fetch or create new "assets", which then produces the asset or stores it using hashing for de-duplication purposes. We need it to follow the same folder structure method that the github one we posted does.
