Convert bootstrap template to WordPress theme

We've bought the following bootstrap theme.

We need to convert this theme to WordPress theme. You must be PHP & WordPress rockstar to qualify for this project. The requirements are as follows:
- Thorough knowledge in PHP/WordPress. People who just make themes don't need to apply. We're looking for a PHP Engineer with enormous WordPress experience; not people who just copy/paste code from one theme to another
- The plugin must support all standard wordpress features. (Homepage, blog page, archive page etc.)
- The bootstrap theme has multiple color scheme. We want same feature in WordPress plugin
- It must be Multisite/Networking blog ready. For example, different color scheme will be used in different network blogs. Same color scheme won't be used in all sites.
- There should be one page specifically designed for Events. We'll use some events plugin to displaying events (which may essentially be a customer post type)
- Theme must be 100% responsive.
- It should be very lightweight - optimized for mobile devices (fast load, smooth scrolling, less runtime computations, optimal event bindings)
- Minimal front end dependencies (js/css). If you need any help with Javascript (or even PHP), we can help.
- Must use bootstrap (3.0x)
Other info:
- We'll prefer candidates who not only can show wordpress experience but also medium applications (in any language).
- Please let us know about appropriate budget, timeline.
- Feel free to ask any questions you might have.
Additional notes: This may lead to potential hiring in future; both themes/plugins. Also it'll be great if you know mobile developments (ionic or similar), Javascript, Ruby etc.
