Create a Drupal site from provided theme

1. See [login to view URL] for theme of main page (yellow parts will be #43CEC7) and [login to view URL] for theme of a sub-page.
2. It should be a decent Drupal website. Everything should be blocks and to be editable by CMS user. Like any part of the theme given. Nothing should be hardcoded.
3. On top of page there will be sign-in/sign-up .
4. On sign-up users will be able to select among several categories of interest.
5. There will be news. Order of news in main page (under Haberler in theme given) should be changeable.
6. Only to selected groups e-mails will be sent when a news item is created.
7. Site will be multilingua with two languages.
8. There will be a contact page with Google maps.
9. There will be an events functionality.
10. On top of theme when "Bizimle İletişime Geçin! " part is clicked yellow stripe with "Öncül Araştırma Fonları " will be shown. Initially that stripe will not be shown. This part is menu and will be editable in CMS.
11. In user management there will be several groups that can be assigned by admin. According to groups in some pages some user name picture will be shown on right part like this: [login to view URL] This means people of selected roles will be visible under relevant pages.
Will start project on Monday morning (30Nov2015) it should be done within 3 weeks max. So this is an urgent project.
We'll release milestone payment on main page implementation. We'll check block infrastructure before release.
