Develop a pre-populating online form builder

I am currently looking to cut admin time down in my office. I am in the service industry and when a member of staff provides a quote to a new client they do the following;
1. Do a needs analysis with the client
2. Send a Slip to the product provider with the details
3. Send a quote slip to the client
All of these documents have the same information in them with a couple of variables and at the moment the staff are manually populating 3 new forms for each.
I was wondering if we could work it so that the staff member can fill out the needs analysis through an online platform and then have the option afterwards to Download & Save to file, Generate into an amendable Quote Submission email for the product provider and / or Generate an amendable quote slip for the client.
Basically i want the staff member to be able fill out one lot of information, and generate all the different forms they need from it.
If possible I would also like also like them to save the form online and be able to re-turn to it at a later date to generate whatever documents they need.
