Expert Laravel Developer to finish site off

I need someone who is an expert at laravel, php, javascript, bootstrap, paypal/search engine/cart integretation to finish my website.
I have had 4 developers quit saying they can't do the job as they 'don't have the time' even though I have offered them double the money and I now have got my business to the point where i am losing money without the website, I need someone to give me a reasonable price to get the site working. Right now the site needs API, XMLS/third party scraping and third party live search systems coding into the current search engines and then the homepage re-uploading from a bootstrap psd. After that it needs some of the search engines duplicating and some new ones being created.
I need the site up and running asap!
Would prefer someone in the UK due to the fact most of the suppliers I work with team are in the UK but would take anyone from USA/Canada/Australia/New Zealand too.
For the right developer this will be a long term IT project as i will need a long term developer.
