Integrate [login to view URL] API into Magento Store

I need to have the [login to view URL] API integrated into the checkout routine of my Magento store. It needs to submit the weight & dimensions to [login to view URL] and then display the returned quote(s) for the customer to choose to complete the checkout process.
Details:
Products which can only ship be freight will have an attribute assigned to trigger the call to the api. If there are products in the cart which ship by UPS, the integration needs to be able to allow those items to be sent to the UPS API and prevent truck freight items from being included in the call to to UPS. Therefore if there are items in the cart that will ship by UPS and also by truck freight, the site needs to deliver both the UPS shipping cost along with the truck freight quote. The freight quote should be added to the cart total so when the customer checks out, it is included the credit card charge. Your code will also add $15 to the quote as our processing fee. Also, along with the quote(s), there will need to be displayed the following text "By accepting the terms of service, you acknowledge that this is a quote only and may be subject to change and that you authorize us to charge your card for any difference." This text needs to be hyperlinked to a static page on the website which will give further details.
