Need an image made into an adaptive / responsive site with one minor alteration, then loaded @ host.

I have a JPG I had made that I’d like to use as a basic homepage for my company’s new domain. I’d like the image to be Adaptive / Responsive (i.e. so it looks good on any browser – even smartphone).

Also, one minor alteration prior to loading the image for the website – I’d like the JPG file copy to be “Dallas”, not “DALLAS” (in same font), saved and a copy sent to me.

You will need to get into my hosting service via FTP and know how to set it all up. I will grant access to it. This should take just a short amount of time for many of you out there.
