Script with cut movie files (all ext) and convert movies, convert this cut movie and zip

I need help with prepare script (C++, php) where i can make a cut few seconds (10s , 15s it is depend) from movies file.

6 MOV

7 MP4

8 MPG

9 Ogg

i want be able to convert whole movie on only part.
