WordPress Plugin for a chat widget

We need a WordPress plugin for an existing Chat Widget.
User should be able to enter a code taken from our Dashboard to enable the widget.
Before using the widget the user has to register on our platform.
The widget is a simple javascript widget. The code will be provided during the project.
Please share links to your references in WordPress Plugin Development in your proposal.
I won't award anyone who never developed a plugin.

Just to make it clear!
This project is not about the development of any chat system! We have a fully running chat system which can be already integrated in to any website. For those of our customers which runs a WordPress website we want to make it easy to install it.
We provide a javascript which should be added to the <head> of the website.
