Complete Transformation of my current website template to fully functional Wordpress

I am looking for a Wordpress expert to convert my template website into Wordpress for easy management and ability to have customer accounts. I want all the buttons rollover effect as well with Wordpress, the Worpress website must have all the roll over effects. I need the following to be added to the website as well:

Home Page

1. Add "Create Account" button under Sign In

3. Add a Live Chat function to the website [login to view URL]

Create a new page "Shipping Quote"

1. I want to have a page with form exactly like this with live quote result using the design template image I attached.

Create "Product Inquiry" page

1. I want to have a page with form exactly like this using the design template image I attached.

2. After a customer submit the inquiry I need it to ask the customer to create an account or login to their account.

Customer Account Page

1. After a customer signed up for an account or login to their account it will take them to an account dashboard. I would like the following on the account dashboard:

- Job Ticket section (incorporate with Live Chat) or use a separate application. I received on an average 10-100 tickets from a customer each day. I would like to keep this as neat and organize as possible. Please suggest me an application best for this.

- Customer Payment section similar to (https://www.freelancer.com/deposit) Bank Transfer, Paypal, Credit Card, Wechat

- Customer Information Page (for customer to update their phone, address, name,)

Final Stage:

1. Update the website URL to [login to view URL]

2. Please check to make sure customer account is working correctly
