Developer needed to build complex web application for Wordpress

We are wanting a developer to work with us in building a new version of a pre-existing piece of software.
The current version is built within Joomla, and we would like to find someone to help build v4 within Wordpress - probably best as a standalone plugin.
A design brief and wireframes have been created, we just need to find a developer who is up to the challenge.
The software handles mission-critical and time-critical client data, so the software must be fully-functional and fully-tested prior togoing live. Privacy and security are understandably also critical.
We need someone with significant experience who can work with me over several months in building, testing and rolling out the new version.
Ideally you would also be able to carry out adhoc maintenance and updates to the existing version within Joomla, until such times as the new version goes live.
