Custom Template for XFileSharing Pro website (File sharing)

Hi, I need someone to come up with a professional and clean template for my XfileSharing driven website. i like to have a clean fresh unique look to the over all website template. That will help drive new users to the site, keep them and make the user feel they can trust this site.
The script itself is html based with the code inserted into the template. The script is Perl, but shouldn't need to be touched I think as it runs off the template. More info on this script can be found here: [url removed, login to view]
I will provide a mirror website and ftp account for testing and where you can have a live example to work with. I will also provide examples of sites that have the same script but running off custom Templates/">templates to give you an idea of what I'm after. I'm looking to have something like [url removed, login to view], [url removed, login to view] and of high quality design
The template is use and the code is called and inserted into it. For example the upload bar, user files, states and admin pages and all inserted into a main html/css template. With the use of some PERL, im not 100% sure on that.

The ideal Freelancer if possible would be someone who already has dealt with a XFile Sharing Pro template redesign and a history of working in CSS, Html and PERL. (I know there are a few designers now who have made various XFS pro Templates/">templates here
**Important** Again in order to get this job it would be ideal if you have already work on a XFileSharing site template.
Very Experience hands needed in:
HTML,
CSS
PERL
No new features are required at this stage. Just a complete overhaul of the design to make it more professional and trustworthy is the goal here. And to help boost account sales.
