Custom android rom

Hi there,

I was wondering if you could help me. I'm looking for soomeone that can design and make a custom rom for a project I am currently working on .

I don't know if its possible ,so if you could let me know that would be very much appreciated.

So what I'm looking for is a rom that would be able to do the following:

The boot screen would have an error message saying-

hdmi failure port failure

at this point it would ask for a password to unencrypt the system but instead of saying enter password it would say :- please try other hdmi port at this point you would enter password and when user inputs password user can not see password being entered.

once done will boot as normal.

would want this to have these apps preinstalled:

•facebook

•instagram

•telegram

•snapchat

•firefox

•internet explore

•what app

•file manger

and there should be no way of adding apps by the user.

remote access app will be set up before giving to the user so they don't need to be able to see or access.

•some sort of media player (best at the time) need one for music and one for video

and these can be updated only through admin which would be done ota.

I don't want the user to be able to change or modify anything major so only very basic settings.

•a one button forced reset button, so an actual button on remote control can be pressed and it is forced to reset back to the screen where they input password.

This would be it for now but would like this as soon as possible if this can be done.

How much would something like this cost to do?

And how much to have some sort of continued support for it i.e. each update as it changes will need to be made in the future.

Also i have not decided hardware android box i will be using yet, would you need to know this?
