Custom Changes to Gravity Form on Wordpress

We have a registration form on our website built in Gravity Forms and need some customized functionality. This will require custom PHP coding and experience with Gravity Forms hooks.
We operate a children's sports league and during COVID had to cancel our season. This form allows people who previously paid to update their registration information for the new season. They do not have to pay the normal price, since they already paid for the previous season, but they can purchase additional items if desired.
Example of our form: [login to view URL]
1. If the total amount is $0 then hide the credit card field. The user will not be required to pay anything.
2. If amount is more than $0 then show the credit card field and make it required.
3. Current form uses URL param 'eid=xxx' to determine which existing entry to update. If someone tries to access the form without a matching id (ie. doesn't match an existing entry), then hide the entire form and show a message "No matching transfer information found. Please contact us for assistance."
4. Make this field #212 ('Name Printing Included from Transfer') read only. Users should not be able to change this value.
5. We want a way for our staff to add new entries if needed. If URL param is '?eid=newff' then show a blank form. Submitting this will create a new entry. Also, make field #212 editable, so that staff can change the value.
6. For the section "Previous Season Info"
- Make all three fields read only. User cannot edit this info.
- If there is no existing data for these fields then hide the whole section (including the header "Previous Season Info")
