Redesign and Redevelopment of a Sports Links Site

I've been operating [login to view URL] since 1996. It's a site that attempts to catalog everything on the web that's related to baseball, from professional to amateur and including collectibles, equipment and much more.
The site was originally written in Perl with a text file database and it worked very well for several years. But recently, it's become almost impossible to maintain due to the size and inefficient use of system resources.
The way the current system works, users suggest (submit) links that we should include in our database via a form ([login to view URL]).
Those submitted sites appear in a list in the backend admin and we manually review each site and decide whether to approve it or not. Occasionally we're asked to edit the title or URL of an existing site, or to remove dead links. Currently those processes are handled via email, but I'd like to incorporate that into the admin for more automation as well.
## Deliverables
The deliverables include elements already in the existing site plus the following components:
1 - New, less graphically intensive design.
2 - Convert existing text database to mySQL database.
3 - Enhance existing administrative panel to allow bulk acceptance or rejection of submitted links and to include link changes and deletions.
4 - Incorporate banner ad management system so that it integrates more easily into the site. We previously used an application called Central Ad ([login to view URL]) and could continue with that, although it's compiled and rarely updated. Something similar that's fairly simple to administer would be a welcome change.
5 - Incorporate link checking (for changed or dead links) with a reporting component that will allow links to be updated or removed in bulk.
6 - Include ability for users to purchase and create text-based ads similar to (although not nearly as detailed as) Google AdWords and Facebook ads. Advertisers will be able to specify the amount they are willing to pay per click as well as their daily maximum to spend.
7 - Complete overhaul of link rating and ranking system (display most popular and highest rated sites in Top 25 lists)
8 - Enhanced display of links utilizing [login to view URL] graphics on premium ad listings (or similar means of featuring these links).
9 - Manage three levels of link listings - standard, enhanced and premium. Standard links are the vast majority of the links, enhanced include a text description, and premium listings include both a text description and featured placement at the top of the category lists.
