Dinamically accessing a webpage from different world's location

Need a script that access a link, from the same platform I'll send as example, to count on their counter as an access. That script have to let me access as many times as I want, have to download a pdf file from the platform, as many time as I want too.

This should be a simple job, I could do that, but I having no time.

Hope you guys can help me
