Making interactive database for orders on Opencart website

database of orders if payment (paypal) goes through Save the request in the DB
"boosters" have their own accounts and they can access the list of Requests (orders)
they can choose which request they can handle, after that will get in touch with customer - having live chat with him, similar chat like on freelancer - only pure chat nothing else) and they will see order's details
when it is done, they mark the order as finished - After it is confirmed by both sides it goes to section that I only see – boosts that are completed and need to be paid
Admin see the database and all boosts that are going through
There needs to be a time between boosts booster can choose – 3 hours or something
admin can promote people to become booster, trial booster (can do only one boost then he needs to be approved to carry on), admin can change the data in orders – take the order from some booster and give it to someone else for example
same thing will be done on two websites written in pure html - registration of customers needs to be added in those ones
+few small adjustments on the Opencart website in terms of design.
