Convert spreadsheet to Javascript Calculator (repost)

Basically I want a page that can calculate the NZ customs charges of an online order, and help the user keep their order below a certain threshold that triggers additional customs fees.

I require a web page that performs a simple calculation on 5 or 6 variables:

* The user enters the value of an online purchase, including shipping charges. This value is converted to local currency amount, either by manually entering the exchange rate, or preferably by fetching it with an API.

* Because the exchange rate can fluctuate from the time the order is placed, to the time it is received by customs, I would like an option to allow for this, based on the the user's risk tolerance.

* The duty charges and GST charges are calculated (I will supply the percentages for these).

* If the sum of the duty plus the GST charges exceed a certain threshold, the user is alerted.

<!-- -->

* The user is given an amount that the purchase needs to be reduced by in order to bring the duty plus GST below the threshold amount.
