Js CSS pro to make accordian menu

I have a menu on my site that is built using .net controls and is a bit bulky on my page and not friendly for SEO.

I want someone to use a js library of choice to rebuild this menu in a meuch nicer faster way

I want to use simple formats like <Li> and <UL> etc.. to build this in markup and then have the js and css render the menu. the menu has some animation as it expands and collapses. there should be a way to set the "on" state of the top level item to it is exanded. i should be able to output some string of html in the page and have this work pretty easy in any language page (.net, html etc..)

I want the js to be a max of 30KB and i will want 2 versions of it

1-not minified

2-minified with yui compressor

I will make my choice based on the following items in order of priority

Use of libraries like jquery that are super light and fast. Rating, price, timeline

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
