Product Pick up and drop-off Web app

We are looking to create a web app that will facilitate product pick up request and tracking. The web app will allow users to login using a PFO number (included in a data base) and a password. They will then be able to select a drop off point from predetermined warehouses based on the location of the product being dropped off. This will send an automated email with detailed information and instructions to one of the shipping companies based on predetermined conditions.
The shipping company will be able to login using the same PFO number and their own password to update the status of the pick & drop off. The status change will be updated in the database, and send an email to the client once the drop off is complete.
We are open to suggestions on what Language/framwork/platform to use. The emails must integrate with mailjet.
Mock ups & additional details will be provided. An initial flow chart has been provided.
