Append Data From CSV to CSV

This Project has Stumped me for the past few days so ill put it up for auction.
What i need to do is take Data From a CSV file which has 3 entries per row and do a search for the second entry in another CSV file. When it finds the match in the second CSV File it needs to Copy out the Last entry in that CSV File (there are 3 total) and Append that information to the end of the corresponding row in the First File. Or it can write the data from both files to a new one it doesnt really matter.
here is an example
File 1 Looks like this:
1,**A,SHDN(255)
**
The Bolded Text is what needs to be matched
File 2:
**A,SHDN(255),**V-211 AQUEOUS TANK HIGH WEIGHT/LEVEL
When the final Line is written it should look like this:
1,A,SHDN(255),V-211 AQUEOUS TANK HIGH WEIGHT/LEVEL
the data files i attached are named according to this description. they are shortened versions and the program would be best if it could handle file1 sizes up to 200 lines and file 2 sizes up to 20,000 lines.
i also attached my feeble attempts to do this my self and if you can some how make them work more power to you.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
this needs to work on Windows XP w/ SP2 and i would like it coded in VB
