The project is to create a portal that will allow clients to sign up for and participate in various forms of on-line dispute resolution. This is the sort of thing you use when a company has a payment dispute with another company or individual, and both want to avoid the cost of litigation - especially internationally. The portal will have: 1. Text content - Lots of articles and descriptive materials. Should be managed via a user-friendly CMS. 2. Registration for various types of users - Clients; officials; etc. No more than 10 categories needed. 3. Email - Full-featured email client within the portal. 4. Link to, or incorporation of, a videoconferencing system with up to 6 simultaneous participants. Support for private communications among subsets of participant group. Support for facilitator control of session - eg, the ability to cut off a use in real time. 5. Billing and accounting; link to payment processor for accepting on-line payments. 6. CRM subsystem - support tracking of contacts, other standard CRM features. 7. Knowledge base - store all details of completed cases. 8. Document entry - allows parties to enter documents into a storage area and characterize them using a form. Database must be secure, and allow access by role and by name. Documents may be text, audio, or video. 9. Multi-level access - different levels of users can access different documents and different system features. Preference given to systems built on well-known frameworks (eg, DotNetNuke, ASP.net, etc.). Open Source modules are fine.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
