Correct issues with French character set in OsCommerce shop

I have an OSCommerce CRELoaded store that has problems with French accented characters. Need to find a solution

Even when I export information from the website to a non-web based tool still see issue.

## Deliverables

Currently I run my shop with the following configuration.

When customers from France post questions using the contact us form some of the accented characters are changed to strange characters.

For example "r?ductions" becomes "réductions" and ?chantillons" becomes "'échantillons"

Even when I export information from the website to a non-web based tool still see issue, so this is not just a browser issue.
