PHP or Ruby on Rails and MySQL website

I need a dynamic website created, written in PHP or Ruby on Rails, with a MySQL database.

The website will be for DOS Museum ([url removed, login to view]), and will simply be storing text data in the database, uploading binary files for the games to the server, and having basic "view" files so the content is viewable. No fancy design/graphics needed.
