Ad Rotation with admin controls

I want to rotate Ad units on website pages.? ? I need to rotate the position of each “ad block?? with every page refresh - or have the ability to "lock" an ads position. ? Ad blocks to accept JavaScript, HTML, images, PHP or Flash and display Ad size variations and track clicks per ad. ? I would like an Admin interface of some kind.? The graphic I include shows the results I want to achieve.

## Deliverables

I am NOT a programmer, but I know this is a very basic project and one that has been created for others, and most likely public domain scripts/programs are available if one knows where to find such things.?

I am also not fully familiar with what other options might be possible with such a project such as this.? ? I want you to guide me in what other options I may want to consider to make this more functional, or offer greater flexibility.? The person/team I choose to create this project will be the one that:

A.) Offers the best value for the price

B.) Suggests features I have not thought about

I have a website that utilizes HTML pages, but PHP is resident on the server and can be used for this project.? I am asking the programmer decide the best way this should be implemented.? The image attached explains my concept of how this should work.? See image……….

The pages in my website are in many directories and subdirectories, so allowances must be made for proper path statements.? ?
