New Loyalty Saver section for website

We require a new section for our website that allows users to sign-up and purchase (through Paypal) a loyalty discount code.

This random code is generated then sent to the buyer to allow them to activate it when they return to the site and enter their personal details (name, address, etc) in order to gain access to a protected special section of web offers. The code must be set to expire within 12 months. They will be required to sign-up and pay? again following this expiration. They will need a notification via email to remind them of this 2 weeks before their purchased code is due to expire.

There also needs to be an admin? section that allows approved users access to see which codes are currently active or inactive/invalid.

It must use SQL, and must be as secure as possible.
