Using Amazon AWS / E-commerce to determine book value before making offer

Using Amazon's E-commerce Service, we need a webapp that accepts input (ISBN, item title) to look up the item (books) price and Sales Rank and then uses a formula to determine how much cash we can offer for the item. In plainer English, we want a website that will allow a person to look up books they wish to sell to us and get back our offer for their items. We are unsure whether to rely on live queries of Amazon's prices and sales rank or to attempt to maintain a periodically-refreshed static database. amazon's terms allow for one query per second per IP address. Their E-commerce Service sends data in XML. Here's a link to their "Development Considerations" page: ([url removed, login to view]) Maintaining a static database would (I think) involve creating a database of several millions books and refresh pricing data a variable times (based on sales rank so books that sell fast have more volatile pricing whereas very low ranked books are fairly static).
Potential sellers would need to create an account before submitting their list of items they would like to sell to us. It would be best, I think, to allow the person to check out what they have before creating the account and keep track of their look-ups or allow them to click a "save" or "sell" button to add their items to a list before requiring an account. Though they'd also be able to log-in to an existing account.
We need to be able to style the output to blend with the appearance of the website.
