Creating XML files of location clusters from a database with lat/long info

I am looking for a script written in PHP that will get a list of lat/long locations from a database that are within a certain box, and then do some server side clustering and deliver a XML file to a application. The script will be used to drive a outside application that works exactly like this webpage:

we have all the current code in classic ASP, and the clustering is done in javascript. You will have access to this code if you want it.

All the clustering must be server side and not javascript. The script will be given these variables in the url:

center point

zoom level (google map zoom)

timeframe

user filter

the script will then cluster together images within a certain radius (like the webpage does) and deliver a XML file with image and image cluster locations. This script must run very fast and must deliver a very optimized XML to the application.

The current database is MySql but I could probabl convert it to another type of database if there was a real reason to do so.
