Create a 3:20 length dancing cartoon animation to match music

I'm seeking an affordable animator to create a cartoon character of...(wait for it)... ME! I need a 3 minute cartoon animation of myself that acts out and dances adorably to the music. (a cartoon music video) Its pretty straight forward, I have a short story line script of vital scenes that are important to the visual but other than that, the script is in the lyrics. Please let me know the turn around time for such a project and the price. I have really cool cartoon hair, very long locs that's easy to translate into an animation, just FYI.
