Build a Website

I need a website like [login to view URL] Of Course it won't be exactly like this. there will be visual difference but back end will be almost identical. You can sign up on [login to view URL] and understand some stuff. Now what i don't want from [login to view URL] is 1. NO ecommerce option as it will be completely ad based and free for all. 2. when you will try to download some file it will give you some server options like 3 server to choose from. In the beginning i will have only one server so that will need to change as well. but i need code or preparation done for the time when i add those extra server. Now what features i want. 1. there will be two type of users uploaders and downloaders. anyone can sign up for downloader account, it will be automated process verified by email and captcha. 2. uploaders can sign up but there account will need to be activated by site admin like me. Until i activate there account for uploading rights there account will basically be just like downloaders account. 3. when i approve any uploaders account then he/she will be given 5gb of upload credit. which can be later changed by me if i want to. 4. those uploaders who are about to reach 5gb limit can request for extra 5gb by some contact form or by some button in there profile. if they need more space then 5gb then they should be able to send request for that as well. 5. place holders for google ads. top banner and bottom banner and maybe another 3rd box in the middle at left or right. 6. non registered user will have to wait for 6 second to download file. registered users will have to wait for 3 seconds. i should be able to change this time duration from my account. 7. download link that i s generated should resumable for 2 days but if any user needs to downlaod a file then he should visit download page. it shouldn't be like this that anyone can share direct link to the file and no one visits the website. i want people to visit but i don't want same user to visit multiple times if somehow his download stops. so its should be resumable but only for 2-3 days. i think you understand what i am trying to say here. 8. user profile custom fields which can be discussed later and shouldn't affect the budget as its just more custom fields. 9. same stuff as point 8 for file description on download page. file description which should be discussed with me as i have some custom fields in mind that needs to be displayed. 10. user should be able to sign up using social plug ins and also be able to share file on social media. 11. user should be able to comment on files and like, dislike, report etc file 15. files md5 and other checksum generated and displayed so that people can verify the download. 16, for uploaders account. if need be i should be able to grant uploader ftp access too. but it should not be given by default. 17. if uploader tried to download files from other uploaders he will not get any waiting time like registered and non registered users. 18. uploaders account people won't see any ad or just one ad when they try to download other files. 19. page where uploaders will upload their files. they won't see any ads there as well or just see one ad there. Payment Half done after i have seen the project in action using teamviewer or some video by the developer. half after its on my server and i have tested it thoroughly for bugs.
