Bluetooth proximity file transfer

I want a simple Bluetooth file transfer system capable of transferring single files asynchronously to multiple devices (mobile phones). Devices should be able to be targeted and schedules / campaigns (time frame and campaign type - text or file based) would also be essential the starting platform will be Windows but a Linux version would also be needed in the future.
