database defined spreadsheet

Define segments of a primary key in a database. Define column of two spreadsheets in a database. This is so the app can be tailored to a company but keep the basic functionalities. The app will have two spreadsheets that are a master-detail relationship. The user will make a change on the detail and the change will be reflected in the master. All data is stored in the database. Please see attachments for more details. This docs are to get an idea of the scope. I am open to change the implementation as long as it functions the way its needed to. I would like the basic functions first so that it could be used as a demo. This must be done immediately. Then I will be adding to this. This project has a definite time requirement. It must be designed to run on sql server, oracle, and any other large database. The app must be on microsoft platform. Also this must have a query/report generator. It can be a third party as long as it is fully integrated into the system. The price and licensing of any third party tool will be a big consideration. Prefer none. Please submit bid for demo design, programming, and any third party tools. I would hope that the demo will not cost much. There will be a lot of add if we work good together. This app will become mine and no one else will have the right to use or distribute.
