Decompiler for MetaTrader ex4 files

I am looking for a talented programmer who can create a program that will decompile MetaTrader 4 .ex4 files. The program should be Windows based running on XP or Vista and will simply have a GUI that asks for the .ex4 file location and outputs the decompiled .mq4 file that can be edited in MetaEditor 4 and recompiled. The program must be able to work offline with no internet or network access. Payment will be awarded after delivery of a working program that performs as described. The file "Metatrader Confirm.ex4" contains a message at the top of the file that you should be able to extract if you know how.
