Convert to C or Python and run as a service

The source code of the project attached runs as a service on a CentOS box and opens two ports to allow for a speed test by a web browser Flash program. This is compiled with Neko and Neko must be installed on the linux server for it to work, which we do not want. The job is to convert this project to run as a C or Python service on 32/64 bit CentOS without needing any extra runtimes or anything like Neko. You must provide any instructions to install it and help test it to make sure it works.
