Custom ROM for Android - disabling phone functions

Hi, Our company is looking for a custom ROM designed for Android phones. The ROM should be based on a stock ROM with the following additions: 1. It should disable usage of the phone's camera 2. It should disable usage of the phone's bluetooth 3. It should disable sending/receiving of text messages (SMS/MMS etc.) 4. Connecting the phone to an external device (through the micro-usb port) will only be allowed if the user enters a pre-defined code. The ROM should be sutiable for HTC desire device. It should be based on Android 2.3 stock version. In the future we may add additional projects for ROMs going to other phones.
