C-Program to read shared memory in V- & Posix-style

I need a program (daemon) running in different unix/linux environment with the following features: 1) programmed in pure C 2) implemented in high quality and very efficient 3) watch on aport till a command (request) is send either - getting a list of all processes running with names and some additional features. - getting a dump of a provided memory area used by an application - adress start/end is provided as a sequence of bytes (maybe aligend to a boundary). The memory area is shared but the sharing could be in V or Posix style. If needed it would be possible what style a request coudl expect. The same - by the way - is needed for windows as service if the coder is able to do this too. Complete docs, test and several iterations to find the final command set should be taken into account.
