Automated Video Creation & Uploading Software

I have a spreadsheet detailing the following data: URL, Title, Price, Image URL I want a software created that will take that data and create a video. Now since thousands of these videos will be created. Each video must be unique, So the software will need to do things like scroll the product title, move the product image around the frame, zoom in and zoom out of the product, scroll the price across the screen and anything else we can do to make each video unique. The reason that is so important is because each product is very similar, even though there are around 25,000 of them. Now there will also be a file containing multiple youtube accounts as well as a file containing proxies to use while uploading to youtube. After each video is created, it is uploaded to one of the youtube accounts and the video title, description and tags are set. Commenting is turned off. The URL of the video and the title of that video are stored in a separate csv file. Now, if for any reason the video should fail to upload, the software will need to retry the upload until it is successful. If the internet connection is lost, the software will need to pause while it waits for the internet connection to return. If the computer freezes, the software will need to keep track of its position and pick up where it left off when it is run again. I think VC++ is probably the best language to write this in.
