Change Windows program (command window) to graphical window and add image rotation(repost)

Enhance existing program. Specification and program is attached. The existing program monitors a directory path and copies / deletes files and keeps statistics about those files. The new requirement is to make it a graphical user interface and add rotation of image file. ## Deliverables please see the attachment
