Building / House Design

Looking for a DESIGNER / ARCHITECT / ENGINEER to draw architectural plans for a very simple one story 4-bedroom house (1600 sq.ft.) for submission to the planning and building departments of the City (located in California). I already have basic to-scale CAD drawings of the three views of the house, including exact room layout, just need to make formal architectural drawings acceptable to the City. In addition, I would like to have a 3D rendering of the exterior design. If you can help, please respond with a description of your skills and experience. If you can help with drawings of electrical and plumbing, please let me know as well. Thank you in advance.
