Convert 2D autocad detail to 3D

Hello, I would like to convert a 2D structural detail to 3D. It would be nice if the bidder has some structural detailing experience. Texts can be ignored and assume a detail "depth/length" of 36". This is just a trial for a long term plan to make all details available in 3d for clients. Some questions: Is there a way for a client to open a webpage and rotate this detail? Can it be setup so that when they click a rebar for example , it will give them the specs? Any free AUTOCAD software that will enable this? Thank You. l ## Deliverables Attached is the sample file.
