In order to bid we will make the following assumptions, the correct answers to which may reduce (or increase) the quotation price.
You state LED and LCD, we will assume you mean LED.
We assume that:
The flow (and hence pulse) rate, is less than 100lpm i.e. <166pps.
The on-board PSU derives its power from the mains with a universal input 90-250Vac 50-60Hz
You will provide a specification of the serial protocol used, or provide a sample of the output data.

Time to delivery 20 days, it can be less by up to 5 days if you are willing to pay more for the PCB.
Although I am *VERY* familier with the PIC chip, personally I would not choose it for this project.
Is there a definate reason why you need to use a PIC? There are much better designed and much more capable microcontrollers in existance, e.g. MSP430 or LPC, both of which have much better free development tools available.
Unlike the PIC, These processors have a proper CPU architecture and as such they are much faster to write software for, time is money if I can write the software faster I can reduce the cost to you.
