Card reader intergration

Hello, I am looking for someone that can intergrate an American card reader with a website. Currnetly we swipe the American drivers licence and it drops the code in the form. The problem is it is encoded. We need to be able to swipe the card and have it drop the decoded information from the licence into the webform or at worst case an excel spreadsheet. please only apply if you have experience with card readers and decoders. Please see sample attached.
