Conditional Formating Spreadsheet based on Design

I have some work, in an Excel spreadsheet. Goal: To create a conditional spreadsheet that modifies the rating of other fills to show linkage and impact. Details: Attached is a spreadsheet with a X and Y pivots The X row has the following information Risk Management which has a rating from 1 to 5 Schedule Adherence which has a rating from 1 to 3 Decision Management which has a rating from 1 to 3 Operational Efficiency which has a rating from 1 to 3 Cost Management which has a rating from 1 to 3 The Y column has the following information Milestone A Milestone B Milestone C Milestone D Milestone E I need you to develop the algorithm that changes specific areas of the graph to red, yellow and green based on inputs to the above X row per Y column.
