Animated Logo pimp up $30-40

I would like our logo to have a simple animation where theres a white glow effect on the background that grows and diminishes (sort of what led or neon lights do to building signs or banners) Also where the letters would do a quick 3d spin (I provide the vectors) and have an inside light that would shine with a random but frequent flashy spark on their edges. The final product would be a small file in gif that would be light to load on a website and viewable by non-flash mobile phones.
