Convert graphic into vector illustration

I need a graphic converted into a vector illustration. I have attached the graphic which is in a jpeg format. If you can convert the logo into an eps, ai, or even pdf format and send it to me, then I will instantly award you as the winning bidder. All layers need to be open so future changes can be made. The graphic needs to look exactly the same as the sample... if it looks different, I wont be accepting you as the winning bidder. This should be fairly straight forward for a person with good illustrator skills, so I am looking for low bids... ideally around $30, and it needs to be done asap!
