An iPhone and android compatible app

We are developing a wearable that will need to communicate with an application on a smartphone via Bluetooth Low Energy. It will need to allow for the setting of several parameters and allow for a graphical representation of variables in the form of an animated metronome. More precisely it should allow for a high and low setting to be entered by the user then shown by the metronome swinging on screen at the set rate. This information is then to be sent to the device via BLE. The app must allow be capable of registering users and logging them in and out at will. This function should also be able to communicate with a cloud-based database, to confirm identity. To resume we are asking for the development of an app which: -runs on android and ios smartphones (adroid 4.4 and subsequent versions, iphone 4 or subsequent versions) -can communicate with external hardware via BLE -can login and logout on demand, via secure mechanisms, APIs will be provided for this -allows the user to enter 2 parameters and then show these rates on an animated metronome (swinging to the entered rates) We have already produced most of the required artwork for the app and will provide you with a range of exiting APIs for various features. We are working to an April deadline for the first versions for quick user testing.
