I have completed some of these projects recently here on freelancer.com, I suggest you read my reviews. For your project I would recommend the use of a CMS (Content Management System), for instance Joomla. The use of a CMS will provide you with a control panel that will allow you to update your content without the need of a coder and monitor your subscriptions. Using a CMS also speeds up the development process as you natively inherit some of the features such as the registration and access rights which in turns allows for a lower budget. I can take care of the whole process for you, from setting up the webserver with your provider of choice to designing the screens and the navigation and populating the initial content. It would be helpful if you could give me an idea of the volume you are expecting to start with and an estimate of growth in order to size properly the server. (videos use up a lot of space) If your expected volumes are high you may want to consider hosting the physical files on a private cloud like Amazon S3.
