Build a Website

Looking to set up a site that works around counter strike global offensive. the concept of the site is that a team can go on and put money into a pot and another team can come along and match the money, both teams then play a game or best of 3 depending on what they choose. the teams will then play their game and 90%-98% will go back to the winning team and the rest would go into a personal account. the site would need to have the steam api to check if an account has been vac banned, if a player has a vac on their account they would not be able to create an account or play in a game, we would need the site to connect with csgo servers run by us and give out the available ip addresses to players that are going to be in the game, need to have each account be able to deposit a certain amount to go into their "wallet" on the site so they can easily pay from there, a report system would need to be implemented. just looking at the possible price to have all this done. thank you.
