Build a Website

I need to build a website to show some graphs, tables and reports to previously registered users. The data to the graph and tables are results of queries in the MySQL Database and I need suggestions to how flexibilize the posterior modification The graphs are essentially plots of multiple lines (3 or 4) and I need flexibility to the title, legend, color, type of lines, axis labels and scales. Is required a simple admin page to control users accounts and permissions. Only the admin needs add/edit/erase accounts. A permission enable the user visualize a specific page. The desgin have to be made from scratch cause i have no prior suggestion Some required pages: Admin Page Login Page Home page 3 Page Templates (graphs, tables and report)
