Build a Website and a mobile app on a SaaS platform

We need a website and a mobile app on a SaaS cloud computing model to deliver an actual service on-demand to consumers. The project requires the ability to build: - A search and navigation tool to locate a service provider and customer on a map. - Transfer credit card payments from a customer to our company's bank account and then transfer to the service provider's credit card / bank account. - Payment reserving system from the customer's credit card until transaction is complete and then transfer to the service provider's credit card / bank account or refund to the customer depending on the final transaction. - Generate two types of random codes to be used for confirmations; when a customer accepts a business transaction and when a service provider completes the transaction. - Mobile app for App store, Google play and Microsoft. For a start we have attached a document what the front page of the website and mobile app consists of. Suggestion of templates will be appreciated.
